Project Description

This project aims to strengthen the protection of girls’ rights in Senegal so that girls can better address violence against them. The project focuses on increasing the professionalization of key stakeholders in the child protection system (security forces prison staff justice system staff and social workers) by targeting the training procedures and operating methods of their associated professional bodies. The project also aims to provide girls and boys with skills to defend and advocate for their rights. The project is rolled out in 3 regions in Senegal including Dakar. Project activities include: (1) developing disseminating and integrating operating procedures for each targeted sector (security forces prison staff justice system workers and social workers); (2) providing certified training for workers in each group aimed at strengthening their key competencies for interventions involving girls; (3) supporting advocacy towards sectoral departments governing security judiciary and social services to support the implementation of a gender-based approach to prevent and combat violence against children; and (4) implementing activities to build girls’ capacities and engagement and supporting their actions to raise awareness in each project implementing community The project aims to reach 550 000 girls boys women and men by building the capacities of 5 270 change agents (including 1 379 women and girls) who work in the child protection system and local communities.

Expected Results

The expected outcomes of this project include: (1) increased performance of front-line actors from police social justice and prison services in working to prevent and take action against sexual and gender-based violence; and (2) equally empowered girls and boys to prevent and act against sexual and gender-based-violence that they may encounter.

Progress & Results Achieved

The results achieved by March 2025 include: 1) direct outreach to 3 066 beneficiaries (552 girls; 535 boys; 299 women; 1 680 men) and 2 805 038 indirect beneficiaries (42 743 girls 37 145 boys 1 239 939 women 1 483 218 men and 1 989 not disaggregated); 2) the signing by two ministers of the preface for the launch and dissemination of the Security Forces Operating Procedures designed to strengthen the capacities of operational police and gendarmerie personnel; 3) the finalization of four specialized kits for training schools for professionals in the sector. These kits are being piloted and the first sessions were organized this year; 4) the certification of 29 individuals(23 men and 6 women) on the specialized Security Forces kit who are now qualified to teach training modules on children's rights and child-friendly practices; 28 individuals (19 men/9 women) are also certified on the Social Work kit. In addition six men and six women are certified in the kit for the judiciary sector and 12 other individuals (six men and six women) are certified in the kit for the social and judicial protection section; 5) the implementation of 14 workshops in seven gendarmerie legions in Senegal to disseminate operating procedures and decentralization initiatives (comic strips and posters on welcoming child victims) in the security forces sector; 6) 100% of girls and boys in the three regions now report the ability to protect themselves and take action against sexual and gender-based violence up from 83% in year 4 to a full 100% representing an increase of 17 points; 7) 100% of girls and 100% of boys demonstrated strong skills in identifying and protecting themselves from situations involving sexual and gender-based violence exceeding the target of 90% for girls and 85% for boys.
