Project Description

This project supports relevant committees of Ukraine’s National Parliament the Verkhovna Rada to initiate draft debate revise pass and oversee key legislation that supports security sector reform (SSR) and integrates gender equality and the principles of the Women Peace and Security agenda. The project also supports the strengthening of the institution of parliament to endure under the conditions of war. Project activities include: (1) gender-sensitive practical training and hands-on expert support; (2) facilitating structured inputs from civil society in the legislative and oversight process; and (3) facilitating executive-legislative exchanges on SSR including gender dimensions and providing support and expertise to women legislators working on SSR.

Expected Results

The expected outcomes for this project include: (1) strengthened efficiency of the Rada and its relevant committees in initiating debating and passing legislation focused on the defence effort non-military resistance accountability for human rights violations and other impacts of war that takes into account the differential impacts on and needs of women and girls men and boys and in overseeing its implementation; (2) strengthened efficiency of the Rada to operate under the conditions of war and reconstruction; and (3) strengthened efficiency of the Rada and civil society actors to support rebuilding of regional and local democratic institutions and processes of governance in newly liberated regions and regions along the front lines and other territories affected by the war.

Progress & Results Achieved

Results achieved as of May 2022 include: (1) supported legislative committees in assessing oversight capacity through a gender-sensitive approach; (2) presented findings of gender analysis on obstacles faced by target groups for security sector reform in Ukraine to members of Ukrainian and Canadian government international donors and other stakeholders; and (3) facilitated workshops on gender-sensitive legislative impact assessment for members Parliament and parliamentary staff.
